Probably this is the question on which the fantasy series is based on! And I don't think Mr. Martin will anyhow answer this question in the last two volumes of this series that are yet to be released. He indeed is one of the best fantasy writers of the century. The TV series of the book has somehow connected more people than before to the awestruck and amazing story of seven kingdoms. It is now watched all over the world with a huge fan following.
Is it Jon Snow who will rule the seven kingdoms ? Or will it be Daenerys Targaryen ? Joffery doesn't seem to me be ruling for long. Or the dwarf? My intuition says that it should be Jon Snow. Well, he might be the only living son of Rhaeghar Targaryen ! ( this is not confirmed , just a wild imagination of many GOT lovers) . But he wears the black , he belongs to the nights watch . And they never break their oath. Then who ? Dany ? well, She can be . She has 3 dragons and a large army. But , after The Red Wedding I really don't have any faith in Mr. George R R Martin. It won't be long before he somehow manage to kill all the dragons, may be when they are sleeping or when they are in cage as it happened to the grey wind. But she really do have the biggest claim to the Iron Throne if Mr. Martin is merciful.
Arya Stark , she might not rule the seven kingdoms but I am sure she will be the one killing Cersei Lannister and Joffery Baratheon . I somehow imagine her to be like catwoman in the coming seasons , killing all the bad people.
Brandon Stark , the boy who can see the future. He truly has a power with his prophetic dreams.
Tyrion Lannister. He is the man! The writer has done everything to make his character the most loving one( among the viewers). He drinks a lot. He reads a lot. Doesn't give a fuck to the world. He is witty. He has fallen in true love. He faces criticism all the time. He is always a source of laughter and mirth( thats why gains sympathy by readers and viewers). He knows his duty to his people ( humanity) . He will stand for people if given a chance as he did in the battle against Stannis Baratheon . He can be as clever as any other person in the small council ( the way he fooled Cersei and send her children away from her) . He has knowledge that is his power. He can play with his words. People love such a character and Mr. Martin does exactly the same. I hope he will do fairly well in the next books. But to rule the seven kingdoms , I dont think he can do so. He is finally a dwarf. And people will never accept a dwarf king. May be he will become the hand of the new king of seven kingdoms. Or there is a high probably that he might die if the house Lannister falls to ruin in future.
